again, not an easy one.. I've identified few possible names for important characters of the early Sengoku period, but none of them is a "samurai" in the strict sense (Daimyos, generals)

Okay I guess this is the last hint I can really give.
He was not known for any battle in particular but he built great castles which were still used a century later when the Hojo clan conquered the Kanto Region.
No way I can get it; you have given plenty of hints, thanks, but it's still obscure to me; I managed to find enough info about the "later Hojo clan" and all the castles they controlled, but info about the original builders are scarce, if not totally absent. I also found a nice website with some info on Japanese castles http://www.japanese-castle-explorer.com, but well I'm still not able to identify that man, sorry

Another Hint: Specifically he was one of the first builders of Edo Castle. What would become the center of the Tokugawa Shogunate, and today is the center of the Imperial Palace.

It is Ota Dokan but that is just his outdoor hat. Maybe because he was a Buddhist he shaved his head or something.

As the story goes Ota Dokan and his attendant were out hunting when it started to rain. He went to a rundown inn and asked a maid if he could borrow a raincoat. The maid said out a poem “The mountain roses enrich our house with flowers, yet there is sadness here, for those riches are an illusion, and our flower has no fruit.” and gave him flowers instead, then bowed down in reverence. Ota Dokan did not understand this so he asked his attendant what it meant. The attendant said that they were poor and did not have a raincoat to let him borrow, so she gave him flowers to apologize.
