About governor Isaacs, he was not an anti-zionist on his account, as far as I know that is.
You see, zionism means different things to different people and in his time the dominant versions were those of a cultural movement for the seculars and a spiritual movement for the religious.
The political version of zionism was criticized and rejected by both the seculars and the religious.
Secular criticism was it might make the Jewish diaspora seem disloyal to the governments of the various countries where they were native.
Religious criticism was based on the bible, some pact between the Jews and God about not trying to establish a state (see orthodox jews against zionism).

I'm not sure how well know it is, but the Jewish heritage of Australia is as old as that of the British - 16 of the First Fleet colonists.
