After about 20 names on Wikipedia... this is a writer called Catherine Lacey. I don't think anyone would have gotten this.
I actually had to Google the name as well, to see if they were the same person in the two pictures.

Yes, he is probably the most prolific hitman in all of South America. Worked as Pablo's executioner until the very end (he actually was in charge of all assassination missions). He even has a presence on social media after he got out of jail for good conduct. At one point predicting that El Chapo would be caught extremely quickly due to satellite technology and the CIA's ability to intercept anyone's cell phone.
His alias was Popeye because he had a very large chin, so they said he looked like Popeye. He was actually middle class and had no particular need for money, but he got bored of being in the Colombian navy. Probably explains why he was so good at shooting people.

Too bad just about everyone completely misrepresents this guy's career. All the narratives are wrong. I suspect this guy was just making things up as he went along because he had no idea what he was doing.
Dr. Francia is the correct answer! A very talented statesman and one of the few original leaders of the young South-American democracies that managed to survive in his supreme position. Francia initiated the long tradition of Paraguay in isolationism and authoritarianism, from Solano Lopez to Strössner, whose traces can be detected even today.
This one might be a bit easy for you history buffs ...
