    To me it doesn't look at all like any of Victoria's grandchildren, except maybe in style . Looks more South European, or possibly South American.

    I wanted to say Simon Bolivar even earlier but it just doesn’t look anything like him to me. I looked through all of Colombia and Venezuela’s presidents and didn’t find anyone looking like this guy

    Yes, General Rafael Uribe Uribe (that means his parents were cousins).
    He was a Colombian Liberal politician who advocated reform. He fought in three of the civil wars and then later encouraged the uprising of 1899 which led to the Thousand Days' War between the Liberals and Conservatives, in which he served as a major military figure. Eventually his army was defeated and after the war he inexplicably switched to the Conservative party. This didn't last long because one day when he was out around the town two guys with axes killed him.
