The guy didn't do much besides be a regional politician, and even then the available sources and photos on him are scarce. If I hadn't had your hints I wouldn't have ever found him.

Well, Hans Riemer it is and you are probably right that this is sort of obscure.
I had read a short article about him shortly before it was my turn to post a question and got the impression he was a historically significant/influential political actor.
When I realized that the photo of him that I posted was perhaps the only photo of him in the www it was rather late.
