The controversial yet successful, President turned Emperor of Haiti and Napoleonic enthusiast, Faustin I.
The image is from The Illustrated London News from 1856. He specifically had his coronation ceremony in imitation of Napoleon's. It is funny because "Emperor" Bokassa of Central Africa did the same thing in 1977.

Emperor Faustin, first and last of his name, is the correct answer. Faustin loved to roleplay as a Bonapart emperor. He copied the institutions, nomenclature and iconography of the First Empire. Sadly enough, he was overthrown just a couple of months before Napoleon III was crowned in France.
