So I'm playing as the Sabaeans, and am starting to get into a more serious stage of the campaign at 242 bc, and for some reason, the only port of all 8 ports that I control that can build a naval port is Tamane. Is there some prerequisite list of things that must be built before a naval port can be built? Or is it just that for historical reasons only certain ports can build them. It shouldn't be a matter of size of the cities, my 4 homeland regions are between 3-6 thousand people, but again only Tamane can build ships. I am now running into more pirates and Seleucid ships so I really need them but have nowhere to retrain boats on the north or east coast of the arabian peninsula.
A city must have the right hidden resource to build military ports.
Historically not all coast were suited for a military harbour, or had the required natural resources to build a fleet.

Well thanks for the soul crushing news that I can never have an effective navy as the Saba. WTF. That is so stupid that I can't build ports ANYWHERE but Tamane on the Arabian peninsula.......I mean wow, what a kick to the balls. God forbid I have to fight someone up near Homna, or transport troops over to Persepolis. And hell even if I win a naval battle I have to waste 2-3 years just to run my boats back to Tamane to retrain them.
EDIT: Realism be damned, rewriting history should include being able to build up enough infrastructure in a sea bordering province to build a naval port. The reason the Saba never bothered with ports historically is because they never got big enough as a faction to need them. If they would have, they would have found the necessity to have a bigger navy, with more places to build and re-supply naval ships. You can build a naval port anywhere there is a port if you want to badly enough in real life. Just because it wasn't there historically doesn't mean it couldn't have been if events happened differently forcing the leadership to make different decisions or allocate resources differently.
Whatever, rant over, I guess it wont stop me from playing. I still love EB and appreciate the hard work the team put into it.
