I played as Rohan and I had all the units except one: Riders of the Fold. The unit is suppose to be in west and east fold but I don't see it. Why?

I think you have to what for the military report around turn 28-30 then you will be able to recruit them so long as you have the building requirement.

You need to wait at least 56 to 60 turns for the ''huge_city_barracks'' event, have to build the latest tier of stables in Eastfold_Province or Westfold_Province. There you have it.
