Problems with foreign auxillia?

Im relativly new to EB but I thought I had a good grasp on the government system at least from a millitary point of view

1=Best Factional troops
2=Not quite as good factional troops
3=some regional troops very little factional troops
4=Best regional troops available

However after taking carthage making it a type 4 and building 3 levels of auxillia mics I can still only make numidian skirmishers and and a light cavalry unit. So my question is are these just the best regional troops possible for me to make in carthage? did I mis understand the government millitary structure? or is something else wrong. Also could someone please explain the effect the colony building I can make has on settlement millitary and governments.

And one final question In the polybian reforms happened some time ago and all when well when upgrading my MICs in rome and arretium and I can now make polybian era troops. however In capua I tried to build the strtuture that would allow me to build polybian troops it got down to one season left in build time and then stopped year after year it wouldnt finish bulding. Does anyone knoe whats causing that?

Use the reqruitment viewer to view which troops you can recruit with which MIC.

Numidian skirmishers, cavalry and nobles are indeed the main regionals in Africa. Mauri and Garamantine infantry and Elephants are also available in certain provinces.

I don't know about the Capua bug. All I can think of is that you perhaps loaded that Romani campaign after playing another faction which caused the script to be confused... Maybe XSamatan can help you here.

That usually only happens when the reforms strike during your barracks building activity. If so, you have to remove the MIC from the building queue and then start upgrading it again.
