Diplomat will not talk to neutrals

First and foremost, what an AWESOME mod. I am a Warhammer Fantasy tabletop player with 5000 pts. of Empire, and this mod gives me my fix whenever I want.

I downloaded the all in one torrent and the 3 translations, and later the save game fix and most everything works fine. I do still have in Russian in various spots in the game, but it is very playable.

I am playing as Ostermark and have been given the mission to contact the Dark Elves twice by the council. However, when my diplomat finds the Dark Elves (whom are neutral to me btw) I get a red X when I mouse over the Dark Elf city or stack. So I can never talk to them. The same thing happens when I mouse over a Chaos city or stack (which I am at war with). When I mouse over a Hochland city or stack, I see the scroll icon as I should and can speak with them.

Is this something I can fix, or am I missing something? Any help is greatly appreciated.

Delete the "descr_cursor_actions.txt" and everything should be fine
