Normally that means you`ve installed the mod anywhere but in the right place. The regular way in which people do this I think is by installing rtw in its default location which might be a folder called The Creative Assembly. And then installing rtrpe in its default location which is a folder called Activision. While Activision was the default location for the first versions of the game, newer ones install in a The Creative Assembly folder, due to Sega taking over, which may be your case. Then I`m guessing you`ve used the desktop shortcut to start the mod and got that message because the game`s exe, along with the game itself, is not located where the shortcut is pointing too. That`s one explanation to your problem and if it checks out the easiest thing to do might be to reinstall rtrpe and this time point the installer correctly to the folder where you have the game.
