Is is a feature or just a side effect of the scirpt. If I send my Generals with their legions into the dessert, they still lose movement points in winter, although, I think there is no snow in the dessert.

Depends on the desert. The Talimakan probably gets pretty cold in winter. Supply & temperature problems are more relevant than snow.
To further answer your question: Winter Movement Restrictions (and Summer Movement Restrictions) vary in strength from province to province. A few provinces even have both. So, for instance, you still get winter movement restrictions in, say, southern Iberia, but they aren't as strong as winter movement restrictions in Germania.
So definitely feature.
But winter restrictions in Africa?
Depends on where you are in Africa... And since EB only has Mediterranean Africa and the Sahara, and not the (sub-)tropical regions, it can get very cold during winter.
Plus getting enough food and fodder will become a problem too, and thus slow you down.

I'm guessing you've (Pendragon) never lived in a desert. Deserts get cold fast, there's nothing to hold the heat in. Speaking only from my own experience, Southern California gets at least as cold as the Central Valley during the winter, and especially at night, during most of the year, it will be colder despite being some hundreds of miles to the south.
Deserts are a logistical nightmare, Winters in deserts are just as tough as summer in a Desert, in summer, temperatures can reach freezing at night, even more so in winter.
