Localisation: Which File to Change?

I'm trying to give factions and regions new names but I'm encountering problems. In Napoleon I've managed to make these changes with no issues whatsoever, but it doesn't seem to work in Empire. I've tried the patch_en and local_en packs but no changes appear in-game.

I also can't seem to find the region name "Agvituk" in the localisation files.

Am I changing the wrong files here?

I tell you why - because factions names are held in startpos.esf. You will need ESF Editor from TWCenter to open and edit this esf file.

In patch_en.pack you could edit in example events text description....
