Syracuse armor upgrade missing?

I have played Macedonia and Rome (1.6a). I started a Syracuse campaign and notice there is no blacksmith or armorer building upgrades available in the building screens for the factions cities that I start with or any that I captured from Carthage and free states?

Was this done on purpose?
