Can't build baracks in Rhegion, Taras, Bononia, Patavium, etc.

I'm playing with SPQR and conquered all of Italy (Rhegion, Taras, Bononia, Patavium, etc.), which are homeland, and I've built up the cities to the highest level but in none of them I can build any type of baracks. What did I wrong?

Not get the Polybian reforms yet. Read the FAQ .

As soon as you get the Polybian reforms you will be able to build barracks in those regions!

The reform hits at 242BC and you need to capture two north italian cities and two sicilian ones.
Cannot remember if there is another requirement.
