Limited troop choice of Romans while in carthage

I'm wondering if something is wrong with my install. High level regional barracks in Carthage and the surrounding cities are yielding only 2 types of troops, the Numidian Cavalry and javelinmen. Aren't I supposed to get some elephants and cool stuff like that?

I think I have level 2, 3 and 4 governments all across them.

Also, is Rome supposed to have access to Belgae spearmen and celtic axemen and other higher level troops? I've upgraded alot and the most advanced can only produce celtic levies, celtic slingers and celtic spearmen (the ones w/ javelins and spears)

Check the recruitment viewer. If I recall correctly, Rome (unlike Carthage) gets elephants in the hinterlands. Try Kirtan, Siga, or Adrumento. Carthage doesn't supply a lot of regional troops. In fact, none of her troops are regional, just the general African stuff. You can actually get better cavalry in Kirtan and Adrumento because of the Numidian Nobles. Also the archers and slingers.

If you've made it to the Marian reforms, you can get your factional troops with a decent barracks, i think.
