    Default cultural penalty and low incomes...

    Some of the former gaul cities especially Mediolanium have been in constant unrest because of cultural differences. When i took them i didnt destroy any of their former buildings. So should i be destroying them and constructing new ones? Also these cities have very low incomes compared to others. I have done a lot to increase trade and production but their incomes remain in negative.

    Well you should be able to build newer buildings over the existing ones.

    Destroy the temples and rebuild to Roman ones. Building a coliseum or baths will also help reduce cultural penalty, but the main reason is the temples. Wipe out any traces of the old gods! Also make sure to destroy any roving bands of leftover Gallic units or even brigands, as that will drive down public order as well.

    (tbh this isn't really historically accurate, since the Romans generally incorporated foreign religions into their own, but I guess it just makes game play simpler?)

    As eXistenZ said, you can upgrade many of the buildings instead of destroying them. Barracks buildings for instance. It's a good idea to destroy their temples through, as your own can reach higher levels and provide more happiness and other bonuses. If you keep having trouble (dropping below 75 or 70% happiness, can't remember, the point where you get the red face) consider moving a general with high influence in to help out, or let the settlement revolt and then exterminate the population after you take it back.

    They don't really have negative income. Take a look at the settlement details scroll and you'll see how the negative denarii you see on the campaign map is calculated. My guess is that Mediolanium has a high population and pays a good share of your army upkeep which is paid for by settlements in proportion to their population. Are you playing as a Roman faction?

    Yea i'm playing as julii. Its been quite a while now but Mediolanium just keeps revolting.

    Failing that, withdraw the garrison, let a civil revolt take place, recapture it, then put those rowdy pseudo barbarians to the sword.

    Some cities never actually make it in their revolts. I had a city that revolted for about 7 turns(due to high squalor) and every turn i retrained 10 of the garrison units and did nothing else except lowering the taxes. After 7 turns the population dropped by more than 7k (and the city had about 28000) and everyone was happy. During revolts you will notice that the soldiers will kill parts of the population themselves(and I think it doesn't depend on the size of the garrison) and get hurt themselves. While retraining you will "kill off" even more of the riotous population. Even if they DO revolt, just recapture it and Occupy it. If you're doing everything you can in constructions to make the city happy, it should be so, and it doesn't take a lot of time until it IS so.

    Would ask the question in terms of the building you left standing what were they? Have often kept some of the Gallic temples in place for the advantage gained in upgrading troops -- missile in particular. Typically I have units formed in the two Julii cities proper sweeping into either of the Mediolanium or Patavium for retraining and cycling out into the battlefield or garrison duty abroad.

    Also they make good practice (emptying the garrison and recapturing; put them all to the sword when you do), for preparing for the more long range problem you got to face of the Roman civil war. Always a good idea to target a Brutii or Scipii city you covet and shoo rebels into it waiting for it fall into rebellion.
