To answer the basic question, yes you can. If you want an evaluated answer, then look below. It's a little bit more of a hassle/more complicated to install a mod with steam, but it works.
You install the mod by directing the mod (assuming it's an installer) to C:/Programfiles/steam/steamapps/common/rome total war gold
Next, you open up your steam account (the actual program), right click the game you installed a mod to and select: properties --> click on set launch options.
Once you're on the set launch option's, you'll see this line where you can type onto. This is little more complicated and if you need help with a specific mod on what to do on this step, just tell me... I only have Lord of the Rings TW mod for alexander at the moment, but what I put for that was:
-mod:alexander/lotrtw
For RTW gold, I'm pretty sure the "set launch options" line would be "-mod:rome total war gold/(mod name here)." Though I'm not certain.
^Once again, if you need help for the "set launch options step, just say so in a response to this thread.
It's much more complicated than the normal game, but it works. I'd save all the "set launch option" stuff on a notepad and store it somewhere safe. That way, if you have multiple mods, you can just copy/paste the "set launch options" lines. If you ever want to play the vanilla game, just delete everything on all the "set launch options"
