Has anyone noticed how the AI armies gain experience? Its units lose a proportion of men, and replenish themselves. This loss of soldiers gives them chevrons over time, as the unit gains experience through fighting itself, I guess in vis a vis combat. Is there some primitive form of internal combat such as the Saudaukar in Dune? Its a pretty harsh way of gaining experience.

Noticed this too, played a French campaign once and then attacked Sardinia. It's garrison force was a full stack which was maxed out in experience on almost every unit. They had never been attacked or experienced any rebellions so how they earned that much experience i don't know, seemed abit wrong.

You noticed attrition. The AI has an extra chance per turn get an experience upgrade (it's 3% for most factions).

Its not attrition, because you don't get attrition regions in Rome, Spain etc.

Then it's because the AI is bankrupt. Check it's region overview.

It's another way of CA to boost their BAI performance to add challenge from human player apart from the wind was nearly 100% against the human side or the AI always had the high ground while defending.
