Custom cities are being looked at and are very time consuming and is really hard. but i wouldnt say its impossible but ingame its just a regular medieval castle.

really, i think that what really tires moderators is spamming and not the kind of question asked in the op, so i dont see how you help with their work by repeating "IBTL". does it make you happy when someone else's post is locked? does it satisfy your egoism? the guy just enetered the fora, and the reception he received is a bunch of people overjoyed by his being a noob. would you like to have been welcomed in this way? think about it

Yeah I know it's been annoying me lately thy every ? Is filled with IBTL post and when the thread is at the bottom of the list they boost it to the top by posting IBTL. Come on guys show some hospitality. And instead of being rude stop spamming the thread and try to find another way to solve the problem.

Sadly at this moment there are no custom settlements in the game. There are custom strategy map landmarks and cities though.
If custom cities are ever going to be created the larger cities will most likely have a smaller area in which can be fought to limit pathfinding problems. As you may these problems already arise in citadels when having large armies fighting.
