How do I get a ceasefire?
Playing Pahlava, I have been rather busy with the Selecuids, pushing them back beyond Babylon. I am running rather low on money though so I wouldn't mind a few turns of building infra. Regrettably, a while ago I got a Baktrian town revolt to me, which kicked off a war with my former allies.
Now I tried to give them the city back and some incentives for peace, but they don't seem to have been interested. I just let it fall to them, then later it rebelled again, and again I couldn't make peace.
So how do I get them to leave me alone for a bit? They're not really a match for me so far and at war with the Saka too, but still i'd prefer not to have a two front war. But how much would peace cost me? Does it require ridiculous amounts of money (so far I tried up to 10000 gold over 20 turns like)? And won't they break the peace again on a whim anyway?
Plaing normal/normal, so far diplomacy has been okayish, all my allies have been trustworthy for 40 years except for that silly rebellion business...
On that note, the AS also does not seem to be interested in peace even though I am constantly annihilating their armies. Personally I would also be open to making peace with them and going after Baktria instead...

The diplomatic AI in RTW is hardcoded, so there is less one can do against it. In you case I would suggest to use the Force Diplomacy Minimod, but don't expect heaven from it as the strategy AI and the diplomatic AI don't communicate good witch each other, meaning you can get one-turn ceasefires but nothing more.

Honestly the best way to have peace is to fortify the hell out of the borders with your enemy and beat up anything that tries to enter your domain.
Peace in RTW is pretty much broken. Although it's true that you might have a good neutral relation with another faction (in my Roman campaign me and Dacia share a 6\7 province long border and we never went into war.) making PEACE with a faction with you where at war with is impossible. Either they accept it and attack you a few turns later, or they ask for peace and attack a few turns later.
An alternative is to simply give your border provinces away to someone else. The swezboz haven't attacked me in a while because i gave Aedui a bunch of provinces that border them.
