Recruitment viewer helps to see which barracks you want to be able to build.

Apart from that just role play. Every faction follows the same principle (I homeland, II expansion, III subjogated region, IV Client kingdom)

The only exception is the KH, where II is equally, if not more, important than I.

Type 4 is when you need your conquering army to move quickly out of town to ensure fast public order, or simply when public order is red after conquest and the cities need fast pacification.
Type 3 is for cities where troop recruitement pool is poor or lacking, with a focus on economy.
Type 2 is when native troops are widely available in the conquered city (usually in regions similar to your homeland: ie greek culture for greeks, barbarian culture for barbarians etc)

Regarding buildings, you can build faction buildings up to lvl 5 in type 1/2, lvl 4 in type 3 and lvl 3 in type 4. It also means that for type 4 cities you'll be limited in your public order buildings especially and the city will go in the red without control at some point and will need razing; usually when a type 4 city away from the front has reached some kind of stability, maxed out buildings, and i'm filled with unused family members, i convert to type 2/3

Note that if you build a type 4 gov, build all lvl of regional barracks, and convert your city to type 2/3 you'll keep the buildings and the troop selection!

That's roughly the pattern i'm following in my games, except i rarely come to the point where i have the choice between type 3/4 as i get bored once my empire is too big, and i always build 2 over 3.

Type 4 is the most trade-oriented, and tends to have high pop growth and slightly lower public order. At the other end is type 1/2, which is infastructure-oriented, and has lower pop growth and higher public order. I usually build the highest level possible, except where there might be good regional troops that I want, in which case I build a type 4 government

I have a problem where I conquer a city but can't build a Roman military buildings there, only regional auxilary ones. I don't understand why this occurs. For example, I took over the territories Epiros has and build type II governments, but it's only letting me build buildings that provide me with Greek units.

    Read the FAQ please.

Factional barracks in Italy only after the Polybians.

Outside Italy only after the Marians.

No one expects you read the FAQ beforehand AND remember everything. People expect you to read the FAQ when you have Frequently Asked Question that you want to see answered. The answers to those questions can be found there, easily and quickly. More easily and quicker than asking somewhere even.

That's why they're frequently asked questions.
