Unit upkeep?

I've tried Rio's IB mod, but i was simply overwhelmed by it. Each city had millions of buildings to be made, some cities had almost 30 units where you could recruit from and , most importantly, some units cost something like 10 ducats and then had a 1500 upkeep.

In short, the mod really confused me and i really hated the ridiculous upkeeps. Is Ruina Romae the same?
