Why that year? The 1st Punic War started in 264, though admittedly, I don't have a clue when HB arrived.

You need to put the spawn_army command in the right place of the four-turn-per-year (4tpy) script. For the correct syntax and know-how I would advice you to have a look here: Tutorials on Scripting
