Hi, been a while since I played BI, but I recall its necessary to have your settlements upgraded to the max, then a generals bodyguard unit or something appears in the recruitment selection box. Takes 3 or 4 turns to produce. (4 turns I recall). Then youre sorted. If you produce too many generals the game is coded to cap a limit and knock out captains instead.

I can't remember if it's possible by default, but you can make them recruitable by going to to the data folder.
1. Open export_descr_buildings
2. Press ctrl-F and find the building you want to recruit with
3. Make a new line in the section for the specific building
4. Copy and paste any unit
If necessary, change the faction listed to the one thats going to be recruiting the general.
5. Go to export_descr_unit (don't get out of export_descr_buildings)
6. Use ctrl-F, search general, and find your faction's general unit.
7. Replace the copied unit id with the general's unit id (type, not dictionary)
Voila! you can make the general recruitable (don't spam generals unless you hate your economy)
You can also make normal units general units by giving them the general unit trait in the unit's attributes section in export_descr_units.
