    Hey,

I'm pretty new to EB, but types 3 and 4 seem to work best for fringe territories or as a temporary form of government.
There is a strategy section when you right click on the type of governments. That may help.

Type III seems to be pretty useless to me, as it isn't as functional as a Type II gov, and doesn't let me recruit a local ruler that a type IV government would let me do.

My thought exactly. It might have a use to help public order throught more building option once a region is pacified, but its ep easier to use type 4...

Type III lets you build more buildings (except the foreign barracks, obviously) including better markets. So if you're taking a tiny settlement that is already happy, then a Type III will be great as it can grow into something bigger. Type IV is for either (a) you can't govern the town without a Client Ruler due to public order problems, or (b) the natives have built good buildings all over the city (e.g. the biggest markets you can get, gymnasiums, etc) and you want to keep these for economic reasons. Or (c) you want to role-play having client rulers

Note that not all towns let you build a Client Ruler with Type IV governments, so you may need to ship ones in from elsewhere.

I didn't realize that, thanks! I've just been building the biggest government I can. (I'm playing through my first EB campaign)

Just to clarify Rescue, although you probably know this, Type III governments only let you build more infrastructure than Type IV governments. The biggest and best markets, etc, come with Type I or II governments.

However, I still like to build Type III governments in newly conquered provinces even if I can get type I or II, because you can get levy troops and government bonuses faster (lots of Type III's have trade goods bonuses, or DON'T have the population penalties of Type I and II gov'ts so they're actually better economically for small towns, also only take 3 turns and 600 mnai). But once those towns get built up a bit, I destroy the Type III and switch the the Type I or II.

Type I or II are better for larger, more established settlements because even though the benefits of the government itself are frequently inferior (the -% population and sometimes less trade goods), the fact that you can build more advanced agriculture buildings/barracks/markets more than makes up for it.

Hope that made some sort of sense .

Just been having a look on the Building Tree for Seleucia, and I see the following examples:

    Educational buildings:
    - School - requires Type IV or better government.
    - Academy - requires Type III or better government.
    - Great School - requires Type II or better government.

    Market buildings:
    - Market - requires Type IV or better government.
    - Large Market - requires Type III or better government.
    - Very Large Market - requires Type II or better government.

You get the idea. Changing government types when conquering territory is a good idea as it lets you build local troops quickly, and also it lets you role play being the governor of the newly-conquered town who needs to slowly integrate the area into the society of the conquerors.

I personally add some lines to the data files so that I can recruit generals in all cities with a level 4 government, to save me moving them around - some in sub-saharan Africa and Arabia are a real pain to get new generals to in time.

If i'm not mistaken, Type III is usually for a conquered province that you want to incorporate into your empire, but you simply don't have the time to properly put a Type II in place.

Also, Type III has more economics short time bonuses than type II if i'm not mistaken.

Basically, a Type III is a short term solution. When the area stabilizes, you change it into a type II.
