Question on Authority

Why does my Faction Leader lose authority if he's sitting in the Capitol governing the city?

cuz sometimes after a long period warring as the faction heir and faction leader, i like to 'retire' my faction leaders to the Capitol before they kick the bucket.

but then due to loss in authority, rebels start popping up!

why is this?

They don't want a pussy leader xD Dunno, that never happens to me. Rebels are always in the game, sometimes they spawn from absolutely no where, with no reason.

How does a faction leader gain Authority by the way?

The game mechanics favor a leader who wins battles and also penalizes for rebels milling about.
