Hi and welcome to the forum!
To answer your question, you could:
- Make the units cheaper in the export_descr_unit.txt file. (recrutiment costs, upkeep costs).
- Give each faction more starting units in the descr_strat.txt file. But keep in mind the more units a faction has, the more money the faction will need to pay for their upkeep.
- Increase the unit recruitment cap in the export_descr_buildings.txt file.
- Increase the kings purse in thedescr_strat.txt file. But theres no gareente where they money will go.
- Creat a script for each factions that gifts units in the campaign_script.txt file.
Im sure there are many other ways aswell. Just be sure to backup your files incase you get stuck with an error.

Yes, that's it. Just make sure the AI is able to recruit tons of units.
I once gave the rebels a kings_purse of 50,000. When they were down to three or four settlements each of their provinces had some five full stacks of units. That was the point where mass-crusading did make sense, because your single stack of crusaders wouldn't do, you needed help from a lot of allied stacks.
