    How do I change government type in the Europe campaign as the coalition. I cannot seem to do it, not on the policies tab nor the government tab... I went through the tutorial (I've been playing since late april... so it was not 'cause I was new...)

    any help?

    You need a rebellion, try to piss off the lower classes so they'll rebell near your capital, so you'll get a republic if you side with the rebels.

    All I want is a consitutional monarchy as Russia... I wonder why they didn't make it possible to "fire" your national leader in the government tab or a "change government type-button" or well... something like that...

    I think you have to piss of the nobility to get constitutional monarchy, not sure tho, i've never tried it.

    Got to raise the taxes for either nobility or the lower classes, remove the garrison from your capital and destroy any building that would make them happier to guarantee a rebellion.

    Hmmm... I tried it out. Pissing off the Nobility just gives you a new tzar - a continuation of the absolute monarchy (tried 3 times). pissing off the russian people gives you a republic. (tried 1 time)

    Ah, ok when you have a republic, piss off the higher classes, that should give you constitutional monarchy. So in effect you'll need 2 revolutions as Russia.

    i think you have to form a republic, then get the nobility to revolt to get a constitutional monarchy.

    that would be no fun though and not really realistic. it's not like the Tsar is going to go "hey guys, i think i have too much power. please form a legislative body to check all my decisions." revolution is needed to change governments.
