    Default Strange Problem

I might have noticed this because I usually play a campaign for a very long time.

But, if I remember correctly, this problem has already occured early in the game. The problem: in one province, my troops cannot travel very far in a single turn. In conjunction with this is the fact that I cannot build any watchtowers in some parts of that province.
What's even weirder is that these problems disappeared later in the game; troops can suddenly travel further and watchtowers can be build in places where I cannot build them before.

Is this just a part of the game, or is this some sort of a glitch?

Well its probably because you have higher level roads in the late game. They can affect how fast your armies travel. I don't know about the watchtowers.

Nope, that's not it. Even with my highest road, I still can't travel far at first.

It means there was a flood in that province at some point in the past. There's a bug where the flood effects never seem to clear once they occur.

    hmmm, that's probably it!!!!!
Though I think it was because of earthquakes rather than floods (there's no river in that province).

Floods can happen anywhere. I've seen them in the Sahara and in the sea.

Its either floods or earthquakes, or if it's in the dessert areas your troop movement is severely constrained due to the heat and thirst.
