Cannot install 1.5 or BI 1.6 patch

I have the old 3 CDs of RTW. I installed them for the first time on my new computer. I was able to patch to 1.3 RTW, but I could not patch to 1.5 because I received an 5009 0X8002802b error. I then installed BI and tried patching to 1.6. Same error message. I am using Windows 7, and the program is installed in my x86 program files/activision folder.

For two, disable the UAC.
