On R.S 2 one civil war, the Romans.

there are 2 rebellions, 1 small one of the Italian states, and one big one, once you reach a certain number of regions. All Roman territories that rebel, become Roman rebels.

Well, if you do drive public order down far enough, then cities will rebel (that's a feature of Vanilla RTW). If you're a Roman player, though, the cities will go to the Roman Rebel faction, not the bog-standard Free People (rebel faction), who still exist for everyone else.

It's historical - you can think of it as Julius Caesar vs. Pompey, or Vespasian vs. Vitellius.
