Confused with the reformed Pahlava.

So, after i conquered Persepolis I obviously went for the Pastoral route instead of the nomad. As i was developing it, i got the ability to build a "reformed" pastoralism type of government. I did, but now i can't recruit a single unit. Not only that, but it's impossible to build any barracks like it is said in the description.


I look at the FAQ but it doesn't clear anything up. Can anyone help me? Do i have to conquer a town and NOT destroy their barracks so that i can use them later? I don't get the advantages of "reforming" if i can't have any bonuses\recruit any troops.
