Why H/H and not H/VH ?

I'm sure this might have been asked and answered in another thread but so far I've not been able to find one. Whats the reason for testing the campaigns on H/H and not say H/VH ? I can image VH battles being a bit crazy but is that the only reason ?

The AI bonuses in VH are vastly skewed and wouldn't give a proper example of the unit stats we are using. So for testing purposes we ask that people use H.

Besides which if we balance for H/H and people want to be even more masochistic, they've still got somewhere they can go.....they still can turn it up to 11.
