This is a step by step set of instructions for those confident to make advanced changes to their firewall. I have windows 7 home premium 64-bit, so these changes are made in any windows 7 machine, and probably vista too.any changes you make are your responsibility, i can't be responsible if you make a mistake, though i am happy to help anyone with problems.
    here is the guide:

1.open up 'windows firewall with advanced security'
    2.go to 'inbound rules' section
3.sort by name, so all napoleon total war rules are grouped
4.right click on the first rule, and go 'properties'
5.under the 'protocols and ports' tab, select the combo box which by default says:'udp', under the heading 'protocol type'
6.from this combo box, select 'any'. at the bottom of the dialog box click apply.
7.repeat this for the rest of the entries under napoleon total war.
8.if necessary, repeat for entries under 'steam'
9.now go back to your napoleon total war entries, select properties, and go to the 'advanced' tab
10.under the 'edge traversal' section, select the combo box. select either 'allow edge traversal' or 'defer to application', both have the same effect here. click apply.
11.repeat for the rest of the entries under napoleon total war.
12.if necessary, repeat for entries under 'steam'

    before you make these changes:
make sure u follow the instructions carefully-any unwanted changes could compromise the security of using napoleon online or another program.
the changes i have made here are safe to my knowledge, but i will check anyway.
i am not responsible for any mistakes you make, but i am more than happy to help anyone who needs help with this or other technical issues
do NOT try these changes on xp-i have not tried the changes on this OS, so i am as of yet unaware of any security implications

i am going to assess the security implications of these settings changes after school today, as i cannot use online mode here
if anyone finds this helpful, please +rep me
any issues/questions/help, just post a thread

as i have said in other posts, there are a whole host of issues (excuse the pun) that can cause the 'no response from host' error, but this can help anyone who gets the issue because the firewall blocks the ports.this helped my friend fix up his issue, but my pc still has issues no matter what i do.

Yeah i tried your way yasin and people still cant join my games but thanks for trying new ways for us +rep anyway.
Out of all the things that CA have done and i have forgiven them for, at least breaking the mold of mediocrity and putting them selves out there to try something new, this is unforgivable, when i want to play MP because SP is unplayable due to retarded AI i want my games to work.
Since the last patch i cant play against my friends, and since most randoms are not worth the time of day this is a complete game breaker.FIX THIS FAST CA.

In the latest Napoleon patch a new feature was added that allows players to host the game on a fixed port by default, and then use a wider port range (which it was doing before) only if that doesn't work. This is automatic, you don't need to do anything to enable it.

The port is 51914. If you're having trouble joining or hosting games you should make sure this port is unblocked on both your router and firewall to see if it solves your connection issues.

the thing is, my router firewall allows all connections through its firewall, that port it open and unblocked, both on the router side and the pc (windows firewall side).so there surely is a different issue, right?

I don't seem to have problems joining games, maybe it's because I have a $4000 computer.
