It's pretty obvious that Spain got more votes than Venice, but the greedy merchants got their guy into Rome...

I went from having near perfect relations with the pope and Venice nearing excommunication to the opposite (I'm not near excommunication, but my war with Venice is seriously hampered by this development)

2 faction voted for Spain and 4 faction voted for Vince so that why he got elected .. the number of shield is the number of the cardinals ..
I don't think it works like that, because when you have most/ all of the cardinals from your faction, you always win even though the other few cardinals from different factions all vote for another prefierati... if that made sense
