I don't want to be rude or let you down, but I think you are quite confused, historically speaking.
You say you want to make the mod start in 316 or 319, but in those years Seleucus was simply the satrap of Babylon ,it would be quite useless to give him just one region. Then you totally forgot Eumenes, who was at war with all the other diadochi.
Then you want to make factions for Sparta, Rhodes, Athens. One region-faction against a great Successor kingdom? In RTW this ends in total annihilation of the small kingdom and with the increasing unmatched power of the Successor state.
There is a reason why in Diadochi Total War we decided to make the Wars of the Diadochi campaign start in 305: because starting before that year would have caused a lot of troubles. Only to say some of them:
-it wasn't until that year that all the successor states consolidated.
-before that year the only one to have a large, well organized and powerful kingdom was Antigonus. All the others were either too small or simply satraps, and this would have resulted in total unbalancement.
-starting in years like 316 would have forced us to make a faction for Eumenes. But he didn't have a real faction, he was basically a nomad with a well disciplined and loyal army fighting for his cause, and this would be quite difficult to do.
However there could be a solution for all these problems: massive scripting, like Europa Barbarorum.
