Why was the enemy siege equipment not on the battle map?

My city was under siege and the enemy army had a siege tower, ram, and 2 ladders. So I went to the battle map and the tower, ram and ladders weren't there. I started the battle and the army retreated since there was no siege equipment. So I had to bring my army outside. What happened to the siege equipment? I was looking forward to defending the city against an attack.

Also, according to the advisor, the defender has to defend the city until the timer runs out (or the enemy is defeated) in order to win the battle. So that means I could wait for 45 minutes for the timer to expire and then I would win? I wouldn't do that but I've had a few cities attacked by armies with no siege equipment. That seems stupid and in my most recent battle (as I said above), there was siege equipment but then it disappeared after I went to the battle map. I saved my game just before going to the battle map. I reloaded the game and confirmed that the army had the siege equipment. I then went to the battle map again, and it all disappeared.

Only once did an army's siege equipment appear on the battle map, and I lost which is why I was looking forward to trying again.
