Can't build Faction Barracks on north or south italy

AAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAARGH, this is annoying.


I can't build barracks on the southest city of Italy (the one that was being held by a roman traitor) neither on my northern cities like Patavium. This is really frustating, i destroyed all foreign barracks existing on those cities, i assured that i built a Type I government, but i still can't build them! I can only build auxiliary barracks.

Any help?

You're playing Romans (always a good idea to mention your faction ), and haven't had the Polybian Reforms yet. That's perfectly normal.

My problem was that in my old Roman game i had the Polybian Reforms without conquering the north of italy and not paying much attention to the south. So i thought my game was bugged.
