Computer will not run .exe files(for games, anyway)

A little over a week ago, I decided to play Empire again. As it had been working perfectly about a month before that, when I last played it, I was quite surprised when when I clicked play, on Steam, and the box "starting..." showed up, then disappears and a microsoft windows box pops up. It just says "Empire:Total War has stopped working. A problem caused to program to stop working correctly. Windwos will close the program and notify you if a solution is available." The empire.exe isnt working.

This problem is still ongoing, despite getting help in the empire technical help section.While making more space on the C drive, I uninstalled Tatw and M2. Empire still had the same error.

I decided I wanted to at least play that game, so I tried to reinstall it-but the launcher.exe fails on attempt to use it.

Just now, I've reinstalled M&B, and what a surprise, when I try to run it, the .exe necessary to play it doesnt work. Same thing with Civ 4.

Oddly enough, my games are the only things not working. The rest of the computer works completely perfectly.

To date, I have(from my other thread)
Reinstalled Empire Total War. At least 8 times.
Reinstalled Steam.
Redownloaded Steam.
Deleted the creative assembly folder in appdata(just the first time, as it doesnt create the folder again after a reinstall unless you actually play)
Manually installed the C++ and the direct X thing in the redist folder.
Manually downloaded and installed newest direct x thing.
Cleared up a lot on my hard drive.
Deleted the client registry.blob
Installed the latest graphics card drives
Verified cache integrity
Installed all windows updates

Nothing worked. Clearly, the comp is just screwing up on .exe files. Any way to fix this? I've googled it, and installed what was supposedly a registry fix for it, but no help.

If it was really not running any .exe files, the computer wouldn't start. It sounds like it's only failing on games, yes? Maybe the problem is with some facility used only by games, like DirectX. Was there a large gap when you didn't play games, where this might have first occurred? Do you have any system restore images you could try reverting to?

I agree with Sim on this it does point to a DirectX issue. It sounds like at some point in the last month you have installed an app or run one of those programmes that 'cleans your your hard drive' and it's changed or deleted something in the registry relating to DirectX. You can't remove DirectX from windows so no uninstalling/reinstalling option on this, so go to Microsoft's website and down load the latest DirectX update and run it.
