Rohan units

I've been playing the Rohan campaign for over 100 turns and this is my first time playing as Rohan. I'm wondering whether the Royal Guards are the strongest units in terms of attack and defense base points. They seem to be the most expensive at 1200 cost, but are there better Rohan units?

I was quite disappointed to see that generally, the Rohan units are weaker. Even HE has better cavalry(Eldar).

Rohan has the best variety of cavalry and the most easy recruitable cavalry, Eldar Cavalry units are rare.

I suppose they are strongest.
And you are right. Rohan units aren't that strong. You have to make the best of flanking and charging repeatedly with your cavalry.
