Short answer, yes.

Long answer: the install path is slightly different, but that only requires a little digging about in the steam folder tree to find where your Rome.exe is. Make that folder the target of the install and it should cruise along nicely.

I'm not installed at the moment, but I started playing Rome on steam and came to SPQR on steam and haven't had any more problems than Rome's usual instability.
