Really? For me L&O always painted a rather rosy picture of the justice system. Loyal, intelligent EADAs partnered with drop-dead gorgeous female ADAs having intelligent debate over coffee in Worth St. while the cops roamed the streets in search of bad guys. There were mistrials and the like in the show, but then again... Dick Wolf (the creator) always wanted the show to have a cinema-verité style to it.
Where I come from, public prosecutors turn the other way while cops beat the hell out of black kids after arresting them for pick-pocketing. So, yeah, I don't find it specially depressing. ;P
The early seasons (1990-1996) were the best.
