cant research military after making changes

ok i have made it so that i am ireland in the grand campaign but i cannot research military technologies. My one city is Dublin and it does not have a barracks , artillery factory, etc. in it yet. i have only played a couple of turns and wanted to know was it because i dont have these buildings that i cannot research these technologies? th reason i ask i because i have a port but still cannot research any naval technologies. i can research agricultural and after building a school in galway can also research the enlightened ones. any ideas?

(o i say after building one because in my first attempt i didnt have any town in ireland in which i could build a school so i had to activate it using esf and then i could build one)
