IMO there are two better options.
a) Overide the team debaters permissions with a new group which allows them to post there. (would require a seperate one for Quaestors, Patricians, Civitates and Members) It would be a very, very simple Admin CP job.
b) Give everyone posting permission but add a few more moderators from willing Civitates+ who can delete posts made by non team members.
