Switching Playable Custom Battle Factions

I apologize if this has been asked before, I searched for similar topics but found nothing.

I am currently playing SS 6.1 with Battle of The Baltic 2.0 installed and I was wondering how, if it's not too overly complicated, does one allow different factions to be playable in custom battles? I love the mod but I can't stand not being capable of playing Venice or Genoa and having 3 almost identical Scandinavian factions availbale to me.

Any help would be greatly appreciated.
