Yes, it is stickied, and has been for almost a year now (so it is about a year outdated). Here is the link in case you can't find it. It doesn't get many new posts so it isn't always in bold lettering.

2. Please DO NOT ask beta testers to post images, they are still under instructions as to what they can and cannot post. We're pretty flexible when fans ask us directly, and we do post regular update caps, so go through the proper channels.
