Default What causes cultural unrest in settlements?

Two settlements of mine rebelled playing the Khwarezmian Empire...Their cultural unrest jumped to 80%, the red icon showed up, and the next turn they rebelled and kicked my troops out..These were original settlements, not ones that were taken.. There were rebels in the region for a long time in one of the settlements, but not in the other one...I don't think it was spies, because I was allies with my neighbors..

It was so annoying, does anyone have a guess to what happened? Is it a bug in SS 6.1? Or a legitimite oversight on gameplay on my part?...A list of cultural unrest items would be helpful, thanks....

I didn't build any town halls, and council chambers in those settlements, maybe that contributed to the 80% cultural unrest...I don't think so though..

If it jumped up suddenly with nothing else going on it was either spies or your FL or local general had some bad traits.

Your allies still use spies on you... it is easy to check if spies, just move a spy there.

I assume it wasn't religious unrest you mean, cultural unrest right? Dang, need to load a game of SS up since I haven't played it in two weeks already starting to forget how many types of unrest there are.

Offhand I'd say culture unrest comes from having "foreign" building types (buildings from the previous owners of the settlement). Doesn't make any sense for original settlements.
No idea why the number would suddenly jump - are you sure the unrest is only coming from the culture penalty?

Yes, the majority of the unrest was cultural, 80% cultural unrest both times, the flaming icon, not the religous symbol...There was like 15-20% religious unrest.

If I put 2 spies instead of 1 into an enemy settlement, will that affect the settlement's unrest to a greater degree?

What would happen if I sent an army of priests and spies to a Muslim settlement?

Yep, more spies will cause additional unrest. If trying to cause an enemy settlement to rebel, use assassins to damage buildings that help the settlement, like churches, taverns, law buildings and sush.
