Maximum number of regiments by army

Is there an easy way to reduce the maximum number of regiments that you can stack in an army? I think 20 is way too much, specially if you change the scale factor to field bigger regiments.

I'm fairly sure theres a way to change the AI priorities so that they will want to have fewer units in a stack. that means your less likely to come up against larger stacks, but theres no way to guarantee there won't be 20 units.
