Retraining Roman units query

Hi

To start I will say this is a great mod and I am looking forward to RTR VII. I have been playing this mod for a while now and have got to the stage where some of the larger cities outside of Itlay have grown enough for me to build the Roman Civitas (I think that is the correct name) building allowing me access to tradtional Roman troops.

My query is why can't I retrain Italic troops here i.e. retrain Italic Hastati in Numantia where I have built this government building and am able to recuit Hastati?

Is this by design or something that cannot be changed? If it was by design I would like to know you thinking behind the decision.

'Roman Civitas' tells that the people in this area are now citizens of Rome, and will therefore serve in it's legions by wealth class. They will do so in the regular Hastati etc.

Italic Hastati etc. are the so called 'ala', and not citizens of Rome. Although they adapted the same way of fighting, they are allies that have to provide troops to Rome on it's campaigns. They aren't citizens, and therefore won't be re-trainable in an area that has citizen rights.
